As regards (b), I am to state that this

Government does not admit that dutiɛble articles which

Chinese passengers entry with the amount to a respectable

eargo; and I am again to emphasize the fact that at Tsing-

tau the ferman Railway Administration pays no foes whatever

for Customs aranization which includes an examination at

all time by day and night of passengera' luggage and even

of goods carried by passenger trains.

This Government is, therefore, at a loss to

understand why it is sought to ipose upon its Railway,

which, it may be romarked, is quite unable to bear the

expense involved, a charge net imposed on the German Rail- way and not contemplated when the arrangment for a customs

examination at Kowloon was made.
